https://aardvark.group/history-timeline/ shows a Leopard 1 converted into a demining vehicle equipped with a mine flail similar to the one in Reply #220 in this thread.
The caption says it was developed for the British Army and the timeline shows the year 1994.
I could have sworn that I've seen it somewhere before or at least read about it, but I can't remember where. Maybe an issue of IDR or something.

Your photo looks very much like the one-off AMCV (Armoured Mine Clearing Vehicle) conversion done in 1999. Despite what Wiki says, AMCV was a converted
Leopard 1 hull. The conversion was performed by Norway's Hägglunds Moelv AS, adapting that same flail system from British Aardvark JSFU. Norway placed an order for 7 x
Minerydderpanservogn (MRPV or minesweeper armoured vehicle) but
Hæren changed its focus to more generalised AEVs.
I've attached a side view of the AMCV and the similarities are obvious. But the 'doghouse' appears to be smaller on the vehicle in your photo. On the timing, interesting too that the Royal Marines were taking on the
Leopard 1-based
Hippo BRV in the mid-'90s.
