How is this thing supposed to tell the difference between military or civilian people? That I would have to see.

RVTs are high-mobility radio controlled vehicles designed to dodge enemy missile or tank gun fire, that's why they called Raketen Versuchsträger.

The address at the top of the Robot Monster Television Bomber is in the hills, between Bel Air and Beverly Glen. The address at the bottom is not far from the La Brea tar pits. Roughly 8 miles - probably within range of the TV bomber.
