In a word, 'Yes'. The Avro Vulcan and the B-58A were the same length -- 30 metres. Blue Steel was 10.7 m long ... or about the same as the upper component of the Hustler's BLU-2 pod (although a bit chubbier).

The blue-steel sounds like a great addition over the existing B-58: Depending on range you might need an extra refueling or two, but it'd do the job.

Quite possibly a bit later in time as a follow-up and replacement program.  With any luck, that would give the necessary technologies time to mature.
