Matt Varnish WON'T . . .

I have a serious problem here . . .
No matter what I do, I cannot get my brushed on matt varnish to dry matt, it keeps coming out glossy.
I've tried FOUR different brands of matt varnish and they all do it.
Glossy AFVs look silly . . . HELP !!
