I'm trying to figure out if it's concrete or camouflage ... :-\

Either way, it looks like a (barely) mobile bunker! ;)

It was from 1943 and was an attempt to develop protection from new types of enemy shells, including HEAT.  You can see more details and photos here:

So, it was concrete (top) & sand-filled steel (lower two) &, for all intents & purposes, I was right. ;) ;D ;D

The second (or third) greatest army in Ukraine is scratching its goat beard and going "hmmm"

Interesting. In a way, Tsyganov's second approach - sand-plus-resin encased in steel boxes - is the Grandad applique armour to more modern MEXAS and AMAP add-ons.

East German - note the weird fenders and turret rear stowage box

East German - note the weird fenders and turret rear stowage box

There is a War Thunder page on the NVA's KPz T 34 85M upgrades.

As you say, the East German tanks had different fenders from the Soviet original. In your image, the portside front fender section is folded back. But, perhaps, on the starboard side, that portion of the fender is missing (?).

Other detail differences for KPz T 34 85Ms were V-2-54 engines and 'live' tracks (for commonality with the NVA's KPz T 54/T 55 MBTs).
