You got to be kidding me!!!
U.S. aerospace technology company Windspeed says its SkyDeck design can be installed on a variety of aircraft, from private jets to wide-bodied commercial planes. (http://edition.cnn.com/2015/12/14/aviation/windspeed-skydeck-seats-on-top-of-aircraft/index.html)

LMAO - wonder how much you have to pay to compensate the airline for the extra fuel burned due to drag?
Also wonder how long before a couple is caught joining the Mile High Club in one: could be fun for nosey fighter-pilots.... >:D

It's supposed to be as birdstrike resistant as a fighter canopy, plus they probably won't let anyone up there until it's at cruising altitude, well above birds.

I paid extra for this and there's actually nothing to see. :-\
