With what appear to be three large air intakes on the front, I figured it was a hovercraft.  Could be a nasty addition to shallow water military operations.

Yes, its a hovercraft. Now I need to decide if its a harbor patrol, i.e. NYPD, or a heavy recon vehicle.  Blue or camo ?? :-\

I'd go for the blue (more likely, blue and white) as harbor patrol.  I can think of some scenarios where it would be totally appropriate.

Perhaps a more militarized Coast Guard after terrorist (or other enemy) attacks on harbor and port facilities?  Alternatively, in a naval role as a means of keeping terrorists and such like out of key naval bases.

I like the design and execution, and I think an NYPD scheme would be terrific. ( I could see it as Harbor and river patrol in ESCAPE FROM NEW YORK...)

I think this lends itself to bright colours, so NYPD would be ideal. I've got some serious competition  here, cracking build.
