I'm fairly sure this is a KC.2 Voyager, at one time or another I saw the whole fleet of Voyagers at YYC when I was there. Even the half painted/half markings one.

Given the problems the KC-46A has and Boeing's ongoing problems, perhaps the USAF (and US Congress) should reconsider and purchase some KC-45s after all.
