Is Future best applied before or after decals are applied ?

Depends on what you want to achieve. I'd say apply it both before AND after! :) Before the decals to get a smooth surface so the decals won't silver. Or are less prone to silvering, at least. Apply it after the decals to protect them from whatever weathering you want to apply. The coat after the decals will keep any weathering washes from running under and staining or even lifting off the decals.

Future also makes an excellent decal setting solution - apply it to the area where the decal will go, then place the decal. As the Future dries, it will suck the decals down into the surface of the model (into panel lines, around rivets) making it look painted on. After that's dry, apply Future over the decal (or the whole model) to protect it.

Or you can spray Tamiya Clear Gloss. Same effect, at around 100x the price :-)

The Future is not clear.
I painted an A/C with Humbol 25 which is a matt blue-ish colour. When I apply future via a brush, it does not provide gloss finish I have gotten before. It darkens the paint but no gloss finish appears.
Thinking my Future had gone "bad", I bought a new bottle with the same result.
Any ideas as to why this Humbrol colour is fighting the future (http://en.wikipedia.org/wiki/The_X-Files_%28film%29)?

If you use Future for the decals, can you then matt varnish over it?

Applying any clear gloss from any source will change the shade appearance of Flat/Matt paints, but then when you apply a clear flat afterwards it does not bring the original colour shade back

I want the gloss finish as this is a PR A/C. I tried the future on an acrylic PRU Blue and it dried glossy.
It would appear the Humbrol matt is absorbing the future.

Returning to the original question :)
The usual order for applying future is the following. (I say usual because there are exceptions, like "metal finish" paintjobs for example).
1 - Paint (acrylics, enamels, lacquer, other)
2 - Future (at least on the places that will receive the decals, to avoid the silvering effect)
3 - Micro Set (to prepare the surface for the decals)
4 - Decals (again, we are talking about the most common type of water-slide decals, not the dry transfer ones :) )
5 - Micro Sol (to adapt the decal to the surface)
6 - Future (again!. To protect the decals for the following steps)
7 and following -Weathering (whatever strikes your fancy: washes, pin washes, pigments, clear coats, etc.)
I usually apply the Future (or any other self-leveling acrylic floor wax I have at hand, since I am no fundamentalist :) )
with a wide flat brush that I use exclusively for this.
I used to apply it with airbrush, but I finally realized that with a clean flat brush is much better.
