During flight, the open air intakes feed air to the engines. While moving on the ground, the air intakes are closed and air is fed through the louvres on the upper surface of the wing root to prevent ingestion of foreign objects from the runway.

They're closed all right. :) That's the FOD protection system. With weight on the wheels and the engines spooled up, those shutters deploy. The engine then breathes through the 'gills' on the upper side of the LERXes. Once the wheels leave the ground, the shutters will open again.

Honestly, there are a LOT of photos of USAF F-16s sporting the exact same paint scheme and the same weapons loadout, but there are some gems here. There are a few images of H-60s with the ESSS, which isn't seen a lot.
