It's clearly an EP-3, the bobbed tail, the dorsal antenna farm, and the "M&M" under the weapons bay show that. I suspect the "innards" were removed and installed in a new conversion as the USN maintained a fleet of 12 EP-3's, barring occasional losses or other problems, up into the early 2000's when they decided to expand the fleet (I was part of the engineering team on that effort, reconciling the original conversion drawings and 35 years of mods and upgrades into one design package to convert a stock P-3C to an EP-3E).
