Hear me out - what if this ship's mission was to create an LZ for landing firefighting equipment?

It hovers and starts a back-burn, pops up to observe and then dumps it's water load on the LZ prior to the Smoke Jumpers and/or gear being landed?

A minor note - skinny electrical tape wouldn't be the first choice for attaching the glow-stick water bottles. More commonly, 4-inch plastic tape was used. Tape colours were usually OD, grey, or blue (3M #471 - same colour as the bottle caps used to hold in the IR sticks).
