I've always thought that the Su-25 was one of those ""acquired"" designs the Soviets loved to come up with. Reading up on it (if Wiki is correct) the Su-25 came along a couple of years
'after'
the A-9 was rejected.

My inclination would be to pop the engines on top of the wings, Antonov An-74 style.
It would get the engines largely out of FOD range and give some latitude for some form of IR signature reduction.
