Ahmad Syalabi has shared some images of his Schutzenpanzer Caracal (based on a modified Panther G hull) in the gallery at Track-Link forums.  Unfortunately hot-linking images is disabled so use the html provided to visit that page and see the WIP images and finished model.

Building upon the idea of the Kratzchen, the Caracal APC was born.

The Caracal uses Panther G's chassis with some slight modifications -
- Engine was moved to the front right
- Slightly less armour than the Panther

The Caracal's designed to carry 10 men in addition to the 3 crew on board. Unlike the lightly armoured half tracks and armoured cars, the Caracals are able to engage in combat along side panzer grenadiers as well as the tanks that they accompany.

The way I understand it, the guy used his own sketch, made some CAD drawings and had them printed out. Therefore, I'd say it a fairly involved scratch-build.

At first glance, I thought this was an actual production model kit.  In a way it is but not for mass consumption.  Thomas designed his model from scratch, starting with a sketch that then progressed to a 3D CAD model and from there to an actual 3D printed model.  Very impressive and something that should be an inspiration to us all, provided we have the time, resources, and capital to accomplish something such as this for our own devices.  As I was not sure about my own translation of the description in the article, I asked  Moritz (aka ChernayaAkula) for assistance and with his confirmation of my interpretation I realized that this belongs here in this discussion instead of being reported as a new model kit it even though it is technically a new model kit it is for private consumption and not yet for sale. 

I suppose you could contact Thomas and see if he is willing to have a model printed up for your own use if you wanted to give it a shot.  :)
