I wonder... would it be possible to build a safe powered version of that beast with today's technology? Different propellants, sturdier components not as prone to rupturing, safe ways to dump fuel(s),....?

Key would be different propellants.  You'd really want to build a new, clean slate design to take best advantage of it though.   The SR.53 showed it could be done.

Most definitely could be done.  I would probably look to use something like the XCOR rocket propulsion system as being developed for the Rocket Racing League.  This uses either isopropyl alcohol or ethanol and liquid oxygen and thus is arguably safer than the T-Stoff (Hydrogen peroxide) oxidizer and C-Stoff (hydrazine hydrate/alcohol mix) used by the Me163 during the war.  You also have the advantage of decades of design/construction experience to add to the mix.  The XCOR rocket has been used in the Mark-III X-Racer demonstration vehicle:

As apparently "modern" catapults derive from V-1's and the  British invented angled decks as a must for flexible decks they were inspired to develop after the discovery of Me-163, Germans on Graf Zeppelin facing Cutlasses (superior) from America.

Combine the Tamiya 1/48 CCKW kits - closed cab from refueling tanker mounted on cargo version,
add a 1/48 Komet and yer done, if you want a real world diorama replication of the photo.

I think everyone has that kit. I remember that it was one of the first widely available former Eastern European/Russian kits after the fall of the USSR. I even got one for free as "packing material"! It's not a great kit.

I'm not at all certian that the "aluminum condom" structure of the Atlas could take it.  I rather like the proposed x-15B that was to be launched by three Navaho boosters.
