Well, I'd hazard a guess that they were going for increased control arm (particularly if they were intended as elevons instead of just ailerons) and possibly more effect by having them fully separate from the wing (detailed design, not aerodynamics is my forte and grad school was 30+ years ago).

From, if I remember correctly, the movie "Things to Come" made IIRC in 1938.  Great movie, loads of interesting concepts from the 1930s.  Well worth watching, one of the Korda Brother classics.
