Invert the nacelles and move them to the top of the wing for better spray clearance?  Perhaps use a H8K1 Emily fuselage in 1/144 with a 1/72 Dash-8 as a starting point?

It is a concept from an Australian Company called Tigerfish Aviation (I think they went bust though).  I picked up a brochure from them about a decade ago which is where the images came from.  You can see more on the concept in the video below:

February 19, 2021

St. John’s, NL - Fishery officers require state-of-the-art aerial surveillance equipment to continue the important work they conduct protecting Canada’s marine resources, ensuring compliance with fisheries management measures and enforcing the Fisheries Act from coast to coast to coast.

In 2019, Fisheries and Oceans Canada announced a five-year, $128 million contract with PAL Aerospace-located in St. John’s, to deliver a new fleet of four aerial surveillance aircrafts, including two long-range maritime patrol aircrafts. When operational, the planes will fly out of three bases of operation: St. John’s, Newfoundland and Labrador; Halifax, Nova Scotia; and a brand new facility in Campbell River, British Columbia.

De Havilland Canada to pause Dash 8 production at Downsview

De Havilland Aircraft of Canada Ltd. is planning to pause production of its staple Dash 8-400 turboprop at its Toronto-based Downsview facility once orders for the type this year are built. The decision is in response to the current industry conditions, which “have hindered the ability to confirm new aircraft sales,” the company said in a press release. The production pause will affect approximately 500 employees.

“This is a responsible and prudent measure . . . and will limit strain on the market and De Havilland Canada’s supply base as the pandemic recovery occurs.”

St. John’s, NL and Toronto, ON, February 25, 2021 – PAL Aerospace and De Havilland Aircraft of Canada Limited (“De Havilland Canada”) today announced the establishment of a Memorandum of Understanding (“MOU”) to jointly pursue the development of a fully missionized Dash 8-400 aircraft, called the “Dash 8 P-4” for maritime patrol (“MPA”), intelligence, surveillance and reconnaissance (“ISR”), as well as other applications. Modified with auxiliary fuel tanks, the Dash 8 P-4 will have superior range, endurance, and time-on-station.

Yeah, it's getting to be a crowded field ... even just for Q400-based systems. That PAL concept goes back to at least 2015 (with both MPA and coast guard proposals being made). In the past, Field Aviation proposed a Q400 derivative for Canada's FWSAR contest - complete with long-range pannier tanks, MAD stinger, belly radar, refuelling probe, etc. Field later put forward its P400 concept (IAI/Elta EL/I-3360 and EL/M-2022 platform ... although there were other sensor suite options).

Cascade Aerospace does Q400 cargo and air tanker conversions but were also involved with L-3's Q400 MPA program. The first L-3 Mission Integration Division Q400 proposal was an unsolicited MRA offering to the UK as a Nimrod MR.4A program replacement. For that, L-3 was joined by Marshall Aerospace and Defence, Cascade, Selex ES, and Ultra Electronics (the latter two supplying Seaspray 7500 search as well as Eagle wide-angle radar and sonobuoys, respectively). L-3's Multi-Mission Q400 with optional belly 'canoe' sensor fairing followed.
