Sikorsky lost its entire design team while they were visiting an oil-rig that exploded & collapsed, it would take many years to re-build the necessary design expertise in the US.  So they license-built large Russian helicopters for the U.S.Coast Guard to lift large numbers of people from disaster areas.

Health & safety soon dictated that the wheels be enclosed ....... (purely to get Brian's vote of course ;) )
